Who they are — and who actually bills you
South East Queensland has the most confusing water arrangement in the country, and getting it straight explains a lot of contradictory information you’ll find online.
Seqwater is the Queensland Government statutory authority responsible for bulk water. It manages the catchments and dams, operates the treatment plants, and moves treated water around the region through the SEQ Water Grid. It does not supply households directly and does not send you a bill.
Your retailer is one of five distributors, depending on where you live: Urban Utilities (Brisbane, Ipswich, Lockyer Valley, Scenic Rim, Somerset), Unitywater (Moreton Bay, Sunshine Coast, Noosa), Logan Water, Redland City Council, or Gold Coast City Council.
The practical split: Seqwater determines what is in your water — source, treatment, disinfectant. Your retailer manages the pipes to your property and answers billing, pressure and supply-interruption questions. A taste complaint is usually a Seqwater treatment matter routed through your retailer.
Between them they supply more than 3.8 million people, plus around 53,000 in 16 off-grid communities where water is sourced and treated locally rather than through the grid.
The SEQ Water Grid
The grid is what makes South East Queensland unusual. Rather than each city drawing from a dedicated dam, an interconnected network of twelve major dams, treatment plants, reservoirs and more than 600 km of bi-directional pipeline allows water to be moved where it is needed — from Gympie in the north to the Gold Coast in the south, and west to the Lockyer Valley.
The major sources are Wivenhoe, Somerset and North Pine dams, with Brisbane’s supply treated principally at the Mount Crosby Eastbank, Mount Crosby Westbank and North Pine plants. The system also includes the Gold Coast Desalination Plant at Tugun and the Western Corridor Recycled Water Scheme as climate-independent sources. Seqwater manages this as an asset base valued in the billions, across more than 73,000 hectares of catchment land.
The consequence for households is one that catches people out: because the grid blends and redirects supply, your water’s source can change. Hardness and taste in South East Queensland are more variable than in cities drawing from a single dedicated catchment, and that variability is a design feature rather than a fault.

Brisbane’s hardness comes from the Wivenhoe catchment’s mineral contribution, and is more variable than Sydney’s because of grid blending. It is enough to produce visible film on kettles and shower screens, without approaching the very hard band.
Chloramine — the defining fact for filtration
Unlike Sydney or Adelaide, where the disinfectant varies by zone, South East Queensland uses chloramine across the network. This is a straightforward answer, and it happens to be the least convenient one for filter buyers.
Standard activated carbon — the media in most jugs, benchtop units and basic under-sink cartridges — handles chloramine poorly. If you have bought a filter in Brisbane for the taste and been underwhelmed, this is almost certainly why. The media that works is catalytic carbon, or reverse osmosis. Aquarium owners face a specific version of this: a dechlorinator that neutralises chlorine will not necessarily deal with chloramine, and the ammonia released when chloramine breaks down is itself a problem for fish.
The 2026 treatment upgrade
Seqwater began implementing an enhanced treatment programme in late April 2026 at the Mount Crosby and North Pine plants, in partnership with Urban Utilities, Logan Water and Unitywater, benefiting communities across Ipswich, Brisbane, Logan, Moreton Bay and parts of the Scenic Rim.
Two changes are worth understanding. UV disinfection is being added as an additional treatment barrier at the plant, particularly targeting chlorine-resistant protozoa such as Cryptosporidium and Giardia — organisms that chloramine does not reliably inactivate. And pH is being raised, which helps chloramine hold its concentration further through the network.
What has not changed: chloramine remains the residual disinfectant in the distribution system. The UV happens at the plant, before water enters the pipes, so it does not alter what you need from a filter. What this means for filter choice
Buy for chloramine, not chlorine. This is the one decision that matters most in South East Queensland, and the one most commonly got wrong. Catalytic carbon or RO.
Moderate hardness makes scale treatment a judgement call. At Brisbane’s levels there is real scale but not severe scale — worth protecting an expensive hot water system, hard to justify as an urgent purchase.
Seasonal taste events are not a filter failure. The earthy or musty taste after warm wet weather comes from algal by-products at very low concentrations. Carbon helps; the event passes; the water was safe throughout.
Check your specific zone rather than trusting a Brisbane average. Grid blending means your supply may not match the metro figures, particularly on the Sunshine Coast, Gold Coast and in Redlands.
