Who supplies Melbourne’s water
Melbourne uses a four-organisation structure, and which one matters to you depends on the question you’re asking.
Melbourne Water manages the catchments, the reservoirs and bulk supply. It does not bill households. Distribution is handled by three retailers, split geographically: Yarra Valley Water (north and east, serving around 1.9 million people), South East Water (south and south-east), and Greater Western Water (west, CBD and north-west).
That split matters more in Melbourne than the equivalent split does elsewhere, for one specific reason covered below: your retailer determines your disinfectant, and in Melbourne the disinfectant differs meaningfully between retailers rather than just between zones.
Where the water comes from
Melbourne’s supply is unusual by world standards, not just Australian ones. Melbourne Water manages roughly 157,000 hectares of protected mountain catchment in the Yarra Ranges and surrounding forests — land that is closed to public access, agriculture and development.
The main storages are the Thomson (by far the largest), Upper Yarra, Maroondah, O’Shannassy, Yering Gorge and Tarago. Rainfall lands on forested slopes, filters through shallow soil, and collects with very little contact with mineral-rich rock.
The geology is the other half of the story: the catchments are largely mudstone and siltstone rather than limestone. Limestone country is what gives Adelaide its mineral load; Melbourne’s geology gives it almost none.
The softest capital in Australia
The consequence is a number that settles most filtration questions in Melbourne before they start. Metropolitan hardness averages around 18 mg/L as CaCO3, with reported zone readings spanning roughly 15 to 29 mg/L. TDS sits in the range of about 11–38 mg/L.

Even Melbourne’s hardest metro zone sits at roughly half the threshold at which water is classified as moderately hard. A water softener in Melbourne is solving a problem that does not exist, and scale-conditioner marketing here has essentially nothing to work with. Chlorine or chloramine — it depends on your retailer
This is the one genuinely consequential filter decision in Melbourne, and it is the reverse of the situation in Brisbane.
Most of Melbourne receives free chlorine, not chloramine — which makes it the easiest capital city water to filter, since standard activated carbon handles free chlorine well. Yarra Valley Water and South East Water use chlorine across most of their networks.
The exceptions matter. Greater Western Water uses chloramine extensively across its network, including growth suburbs in the west. Some outer eastern Yarra Valley Water zones also use chloramine for stability across long pipe runs.
If you are in Melbourne’s west — or in the outer east — the standard “any carbon filter will do” advice for Melbourne does not apply to you. Chloramine needs catalytic carbon or reverse osmosis. Confirm with your own retailer before buying, because a general statement about “Melbourne water” may not describe your street.
One quirk worth knowing: because most of Melbourne uses free chlorine, simply leaving water in an open jug for twenty to thirty minutes achieves meaningful dechlorination. That is not true in Brisbane or in Melbourne’s chloraminated zones, where the disinfectant is deliberately stable.
Treatment and fluoride
Because the catchments are protected and closed, Melbourne’s raw water arrives cleaner than most, and the treatment required is correspondingly lighter. Treatment includes disinfection (chlorine, chloramine or UV depending on the system), fluoridation, and pH correction using lime or soda ash to protect pipework from corrosion.
Fluoride is added under Victorian legislation at a target of approximately 0.9 mg/L, within a range of about 0.7–1.2 mg/L — below Sydney’s target and well below the ADWG limit of 1.5 mg/L. As everywhere, carbon does not remove fluoride; that needs reverse osmosis or distillation.
What this means for filter choice
Softeners and scale conditioners: no case. At 15–29 mg/L there is nothing meaningful to treat. This is the clearest example in Australia of a product category with no local justification.
Carbon is usually enough — if you’re on chlorine. A standard carbon block handles taste and odour in most of Melbourne. Check your retailer first.
Western and outer-eastern suburbs need chloramine-capable media. Catalytic carbon or RO. Getting this wrong is the main reason a Melbourne filter underwhelms.
Fluoride needs RO or distillation if you want it reduced.
Older buildings are a separate question. Melbourne’s supply arrives exceptionally clean, which means anything problematic at your tap is more likely to have come from your own plumbing than from the network — worth considering in pre-1990s properties.
