Who they are
Icon Water is the ACT’s water and sewerage utility, jointly owned by the ACT Government and a private partner. Unlike Melbourne or South East Queensland, it is a single organisation handling the whole chain — catchments, treatment and distribution to your tap.
It is also, by capital-city standards, a compact system: roughly 3,200 km of water mains, 56 reservoirs and 34 pump stations, serving a population smaller than a single Melbourne retailer’s. That compactness has a practical benefit — fewer supply zones, fewer blending complications, and a supply that behaves more consistently across the territory than most capitals manage.
Where Canberra’s water comes from
Canberra draws on two systems, treated at two plants: the Cotter catchment (Corin, Bendora and Cotter dams) west of the city, treated at the Stromlo water treatment plant; and Googong Dam to the south-east, across the NSW border, treated at the Googong plant.
The Cotter catchment sits inside protected reserve land, which historically has meant high-quality raw water. It also carries a significant piece of recent history worth understanding: the 2003 Canberra bushfires burnt through the catchment, destroyed the original Stromlo plant, and degraded source water quality for years afterwards through erosion and runoff. Catchment rehabilitation, revegetation and erosion control have been ongoing since.
That episode is the clearest Australian illustration of a general point: catchment condition is water quality, and a bushfire or flood upstream can affect what arrives at your tap for years, not weeks.
What the water is like
Canberra’s water is soft to moderately soft, fluoridated at approximately 0.8 mg/L in line with ACT Health requirements, and sits comfortably within ADWG values across health parameters. pH is reported around 7.8, and chlorine residual well under the guideline value.
On PFAS, Canberra has an unusually strong record. Icon Water reports zero detections in final treated water at both Stromlo and Googong, using NATA-accredited laboratory testing — source water tested since 2016, treated water since 2024. Protected catchments and distance from the defence and industrial sites associated with PFAS contamination elsewhere are the likely reasons.
Two figures we could not reconcile. Published sources disagree on Canberra’s hardness — some report around 38 mg/L (soft), others 60–80 mg/L (moderately hard) varying with the reservoir blend. They also disagree on the disinfectant: some state Icon Water uses free chlorine, others chloramine. Since these determine whether a standard carbon filter will work for you, we are not going to guess. Check Icon Water’s own annual drinking water quality report, published each October, or contact them directly — and treat any vendor confidently asserting one or the other without a source as unreliable.
That caution is worth generalising. Filter retailers write most of the water quality content online, and when two of them contradict each other on a basic parameter, at least one is wrong — usually because the figure was copied rather than sourced. The utility’s own report is the primary document.
How to read their published data
Icon Water publishes an annual drinking water quality report each October, testing against the Australian Drinking Water Guidelines across microbiological, chemical, physical and radiological parameters. The report identifies the treatment plant serving each area, which is the detail that matters if you are choosing filtration.
The usual caveat applies with force here: utility figures describe the network, not your tap. In older Canberra housing stock, internal plumbing can contribute metals the utility never sees.
What this means for filter choice
Confirm your disinfectant before buying anything. Given the contradiction above, this is the first step, not an afterthought. If it is free chlorine, any standard carbon block will do; if chloramine, you need catalytic carbon or RO.
Scale treatment is a weak case either way. Even at the higher of the two reported hardness figures, Canberra sits below the hard threshold. At the lower figure there is nothing to treat at all.
PFAS filtration is not indicated by the data. Zero detections in treated water is about as clean a result as exists in Australia. Anyone selling PFAS filtration in Canberra on urgency grounds is arguing against the utility’s own published testing.
Fluoride needs RO or distillation at around 0.8 mg/L, as everywhere.
